IAD2431 TDM Fax Help

I am having a problem with the IAD2431 and what seems some basic TDM switching. We have an AS5400 gateway connecting to the IAD2431 via a standard PRI. The AS5400 has 4 PRI's to the LEC as well. All voice calls are working great. The issue we are having is when sending or receiving any fax calls, they fax machines (tried 3 different ones on 2 difference lines) all get "Line Errors". We have enabled the "fax send max-speed 9600" option but that has not made any difference. I have attached any relivant configuration. We are running IOS Version 12.4(9)T1. At this point, with general tdm switching, i am not sure what to look at or debug. Any help would be appreciated.

Verify that the signalling on the FXS is either fxo-loop-start or ground-start signalling.

If you call the fax from outside, can you hear the tones level same as when calling any other fax ? Also try "no vad" and "no echo-cancel enable" under the analog voice-ports.
