CSS 11503 - accent support in URL's

Hi,

Is there a way to make the CSS recognize accent (?,?,?, etc.) in the URL of a content rule?

How to configure something like url "//12.12.12.12/test?/" when we can't enter the "?" character at the command line of the CSS?
