A reboot should not cause the issue. If you are sure it is after the reboot then, try to restart CallManager service and see if that helps.

Normally this is caused due to Overlapping Dial Plans where there are plans which do not have provide outside dialtone checked. Go to NumPlan Report (CCMAdmin ---> Route Plan ---> Route Plan Report). Do a search for pattern begining from 9 and check if all the Possible matches have "Provide Outside Dial Tone" box checked.

Hope this helps

EDIT: P.S: Restarting CallManager service will cause the phones to reset and even drop calls. You should do it only during a Maintainence Window

there are only 2 RP that matches that...and in both outside dialtone is checked..we have to wait for restarting the CCM service till later..since this is a production box and customers are using the PRI for outside calls..thanks
