I have a cisco 837 router, I have updated the routers IOS and it seems the image could be too big, as it boots up it's says it's out of memory then reboots and so on and so on. I want to put a smaller image (IOS) back on to it, but if it keeps rebooting I can't, any ideas around this?

You need to connect to the router using console cable and break the boot sequence. You will enrer rommon. Ther you will need to delete the new image and load the old image.

Hi
Login via the console port and make sure you are getting onto the rommon prompt with ctrl+brk sequence keys.
After you get onto the box do refer any of recovery procedures mentioned in this link.

I'm trying:
rommon 1 > set IP_ADDRESS=ip_address
rommon 1 > set IP_SUBNET_MASK=ip_subnet_mask
rommon 1 > set DEFAULT_GATEWAY=default_gateway
rommon 1 > set TFTP_SERVER=TFTP_server
rommon 1 > set TFTP_FILE=TFTP_file
rommon 1 > save
but set is not found?
it says :
rommon 1 > set
BSI=0

Tried that it keeps rebooting, my image erazed the boot (only) image on the router.

Try "dnld" command to load the image using xmodem. You can use hyperterminal (or other terminal emulation software you are using) and send the software using console cable.
