I am not able to understand what you mean by
my wan link is not stable, some times its about 36 Mbps and some times its 6Mbps
QoS congestion management techniques can be used to give priority to certian type of traffic during periods of congestion.

hi
the wan link is a wireless link
because of wireless modulation sometimes its speed decrease to 6 Mbps and then 36Mbps
i want to know how a router can understand this issue? how can a router implement QOS policy based on congestion issue?

Just go with LLQ/CBWFQ - assign priority and/or bandwidth guarantees for your traffic classes within those "stable" 6Mbps.
This will prevent suffering from lower-priority traffic during speed decreases.
