What is the difference between the SMI IOS and IP Base IOS for this switch. The latest release does not show the SMI IOS. Did IP BASE replace the SMI?

Yep. There is no more SMI or EMI images. Now they are IP Base, IP Services and Advanced IP Services.

Am I safe to assume IP Base replaced the SMI? I am looking at making sure our switches have the latest release.

Yes
IPBase = SMI
IPServices = EMI
Advanced IP Services = EMI + IPV6 support
