I am having a problem with one of our 7490 phones. There is no dial tone and we cannot make an outgoing call or call an internal extension. Incoming calls come through fine. We have Call Manager Express. I have re-booted the phone multiple times without any change. Any ideas on how to resolve this problem?

Why don't you try a factory reset and while you are there also an upgrade to the recommended FW that is 8.0(5) or 8.0(6).
Turn off phone, press and hold #, turn on, release # when it says "reset sequence detected", press in sequence 123456789*0#, then press 2 to reset network settings.
Make sure that you have the files for firmware upgrade on the router and configured when you do that.

Thanks for your help. Untimately resetting the router resolved the issue. It seems that the router thought there was an ongoing call?

Which IOS do you have on the router? Try 12.4(11)XJ4 that has a lot of bug fixes and is the most stable.
