Our monitoring software is reporting high memory utilization for a router with the new modular IOS, 89%. Is this normal?

Does this agree with the "show proc mem" and "show mem summ" outputs? If so, you might want to take this to the switching forum.

"sh proc mem" and sh mem" show show sys memory at 65.5MB total, 36.6MB used and 28.9MB free. That is more like 56% used. The management program, Solarwinds Orion, is reporting total mem is 64MB with 55MB used or 89%.

The 56% is still higher than the 30% we had with the previous version of the IOS. Does the modular IOS use more memory?

Any ideas on what the NM software maybe is seeing on the memory usage?

You'd have to take the memory usage question to a switching forum. As for the OIDs used by Orion, I'm guessing it is using objects from the CISCO-MEMORY-POOL-MIB to get the free and used RAM values. But this is just a guess. You would need to either ask SolarWinds, or get a sniffer trace to determine what objects are being used to see if there is a bug related to those objects on modular IOS.
