I need to switch a provider aggregate circuit into two internal WAN circuits. Is it possible to do this with IOS routers e.g 7206vxr?

No. You can do various things at layer 3 to simulate that, but no true ATM switching.
For that, the smaller device would be the LS-1010, a nice box but now EOL.
