Policy routing question

Is setting bandiwth for certain traffic, policing and prioritizing traffic through classes considered "policy routing" or is it QOS?

Is QOS completely different that policy routing?

Or is "policy routing" only to manipulate which path certain hosts take?

Policy Routing - packet forwarding and routing according to their own defined policies in a way that goes beyond traditional routing protocol concerns. Where administrative issues dictate that traffic be routed through specific paths

Quality of Service (QOS)---Organizations can provide QOS to differentiated traffic by setting the precedence or type of service (TOS) values in the IP packet headers at the periphery of the network and leveraging queuing mechanisms to prioritize traffic in the core or backbone of the network.

Policy routing is routing based upon a source address or other attribute. QoS will not change a route, but will allocate an amount or percentage of bandwidth on an interface.

Policy routing uses route-map, and can also mark traffic which QoS will use for classification. QoS uses MQC for class-map's and policy-map's.

Policy routing uses the "ip policy route-map" command on the interface to enable, while QoS uses "service-policy" to enable.

Both require classification to match a traffic pattern, and one example of classification that both share is an access-list.
