SDM vs SDM Express

I have two identical 2811 routers running the same code with the same hardware config. When I connect to one via https/http I get SDM, when I connect to the other I get SDM Express. I would like SDM instead of SDM Express. Any ideas? I am including the contents of flash that is identical on both routers. I compared files sizes also...

I updated to 2.41 and now have SDM. Still don't get why I got SDM on one router and SDM Express on the other. They had the same file names/sizes/dates on both routers...

They don't anymore, obviously.
