Correcting "auto cost reference-bandwidth" in large campus

Our new data center has a "ref-bandwidth" that will give a 10G link a cost of 1. At the boundary where we use the default, we are seeing routing issues (no surprise). Any gotchas and should we start at the boundary and work in to the campus or start at the edge and work toward the boundary?

It doesn't matter what section of your network topology you start, the routing issues will remain until all OSPF speaking routers have the same reference-bandwidth.

Would it be too much trouble implementing the ip ospf cost at the interface instead of relying on the auto cost ?
