AP trouble, 4402 and 1100's

To make a long story short I had upgraded my systems to a couple of the 4.0 images. Well nothing would connect from a notebook standpoint even though everything said it fine from the gui so I decided to downgrade to 3.2 since that was working. I'm using no security at this point I'll worry about that later. My problem is that out of 5 AP's that had the latest software now only 2 show up and I get these errors on the others.

2 Tue Aug 21 08:40:03 2007 AP's Interface:0(802.11a) Operation State Down: Base Radio MAC:00:0b:85:55:fb:20 Cause=Max Retrasmission

What is the Retrasmission? What do I need to do to get these AP's to hook in?

As you can see I'm a novice at this.

I found out my own answer. I switched the controller from layer 3 to 2 and bang they all showed up within a minute and immediately upgraded to the current software on the controller. Later on I will try the later versions when no one is arround.
