VPN Client password and MAC authentication

HI, I have 2 questions.

Is it possible to change the password of the VPN client password dynamically without the need to redistribute profile pcf file to the clients?

Can the clients connecting by the Cisco VPN software be restricted to those with a known MAC address, using Windows IAS/Radius access policies?

User authentication information. This includes your username and password, and depending on the configuration of your connection entry, might also include:

Passwords for RADIUS authentication

VPN group name and password for connections to VPN devices

PINs for RSA Data Security

Digital certificates and associated passwords
