route map checking if destination is valid?

In our network, we split traffic destined out from the network

to a set of firewalls using a default route towards the firewall, as well as a

route map that identifies specific traffic source IP, and changes the

destination towards a different firewall interface. During an outage we

experienced, the firewall failed over to a back up unit, but the

ARP entry for the firewall interface did not appear until the IP address of the

firewall was pinged directly from the switch. the question is whether a route

map mechanism on the switch that changes the destination actually checks to see

if the destination IP address is reachable, and tries to ARP for it.
