By default it takes CRC-4 framing, Please try framing no-crc4 command under the Controller (Interface ) and try.

Second, Use Extended Access-group list, mean instead of 1 access-group use 101. and that muct be permitted in access-list.

Third.. check keep alive.

four.. Check correct switch type that is provided by ISP.

This is only end to end solution for L-2 Down.

The E1 service uses CRC4 Framing and HDB3 Line Coding. I will check all the others.
