Which platform is it and software version ? And what type of POE devices are in use. We have seen this issue in the past because of ESD ( Electro Static Discharge ) specially seen in the IP phones when they are used with the headsets. One thing you can try is to remove the headset ( if one is being used ) and see if the phone powers up. The message itself is complaining about the fact that more power is being drawn then the port can allow.
