Wireless response times

We have response times that is between 1 to 100 ms on a site. And they change rapidly have try to see why with spectrum analyser and the signal goes up and down very quick but with no interference. The building is 13 floors high how will the automatic channel and power system working with this?. We have 4.1.181 on now.

Channel change happens only if there is an interference or if there is heavy channel utilization. This might be due to APs going off channel for 60 ms to send RF information to the controller.
