hi,
I am trying to connect a 2821 router with NM−4B−S/T to 2811 router with NM−4B−U.
I installed the cards, made a crossover ISDN cable (3-6,4-5) and connected each other.
but there is no light, nothing.
Please help.

This setup will not work. You are going to need an ISDN switch in between.

what is an isdn switch?
Can i use a router instead?

An ISDN switch is what a telephony provider uses to provide ISDN lines. I suppose that you have non of these around.
A router will not help you further, you could hook up both routers to an ISDN line if you have one. Even better would be to use two separate ISDN lines.
