Hi,
Please help me to compare two follows cases:
1 - Using 2 RRs within one cluster
2 - Separating it into 2 cluster, its means every router client is in two cluster different.
Which case is better in the actuel network ?

It depends on the design requirements. Do you have any diagrams and/or configs to illustrate your network a bit better ?

Hi.
I think we use 2 RRs within one cluster for redundancy. If one went down then another one still works properly for their clients.
If you are using 2 clusters within the AS,separating clients of each clusters.
Make sure that the RRs of each clusters have a full mesh with each others.
