The license data is backed up as part of the standard LMS backup. Restoring this backup to another system is fine. You can either run both systems on the same license (keeping in mind you have purchased two licenses to remain legal), or simply remove the *.lic from NMSROOT/etc/licenses, restart LicenseServer, then install the correct license after the restore is complete.
As for the IP address and hostname, you may have to run through the hostname/IP change procedure after the restore is complete just to make sure nothing was missed. These steps are documented in the LMS user guide.
