SSG,SESM,BBSM or Captive Portal

I am looking for a captive portal solution:

related to SSG, SESM or BBSM ...not sure what is perfect match.

what i need are:

1. captive portal for hotspot

2. forward to a billing system (ex. credit card)

3. bandwidth allocation

for ex. 1mb up / 768 down = $x

256k up/128k down - =$x

then, the user will select which plan he/she like to sign up.

I'm referring to 10k+ users maybe. so, this pretty big.

anyone has this implementation before?

BBSM is replaced by Cisco NAC appliance which can cover your needs 1 & 3. However it doesn't have billing or a way to link to a billing system.

see table 3 of link below for comparison of BBSM & NAC appliance

For more flexibility you should go for SSG/SESM solution.
