When I call from my ip comm (from vpn) to another phone I have no problems. when I attempt to go out over the sites local PRI's I hear fine but cannot transmit voice accross the PRI's.

Such issues normally occur when you have an IP routing issue between both the endpoints. Since the issue here is between your Laptop and Voice Gateway (PSTN/PRI's) try to ping and traceroute from the Gateway from your laptop and vise versa. You might have an issue where the PSTN Gateway is unable to reach your laptop.
