I have tftp'd the file over, what is the command in a 2851 to change the boot to load the new file?

You should configure boot system flash:

If the old image is there along with the new image I like to configure two boot system commands, the first one pointing to the new image and the second one pointing to the old image just in case there is a problem with the new image file.
