Call Forward Busy - Does not work

We are using CCM version 3.3.5

When I put a number in the destination field next to forward busy for a directory number and call the directory number and call back on another phone then the call should be diverted to the destination I put there.

It does not do this but goes to voice mail for the phone at the directory number. What else do I have to do to make this work?

You have to uncheck voicemail checkbox before CFNA number.
