Which ADSL router for office site-to-site

Hello, we have an office with a maxium of 8 users. The ADSL line is 8mb downstream and 1mb upstream. What Cisco router would be best? 837, 877 or 18xx?

Cisco 837 is good and can handle the desired B.W

Also I just copied a 30mb file though the VPN tunnel to the Cisco 837 and the CPU hit 95% the whole time, this is with just one user at the other end, I need 6 users. Not sure the 837 can handle encryption so well and and 8mb line.
