What are the advantages to place phone/DN in <none> partition?, but, assign the phones/DN to a CSS?

What's the major design reasons for setting up like this?

Any device making a call can explicitly reach any dial plan entry that is left in the partition. To avoid unexpected results, Cisco recommends that you do not leave dial plan entries in the partition.

Like said above, its not recommended to leave things in the none partition. NOne partition has least precedence, as long as there is one partition defined and included in the CSS. For lab purposes, i usually leave the phones in the none partition, considering ease of configuration.
