I have a 1841 with IP-BASE. It's support VPN? Or I need a accelerator module?
I need 5 session of VPN to connect 5 sites

My customers have 2 links (1 MPLS (ISP A) and other Internet PPP (ISP B), so he want that when the MPLS link fail, the remote site connect to site central by Internet using VPN tunnel. It's possible with CISCO1841-1T-EM?

VPN is certainly supported on the 1841. And for the level of traffic that you seem to be describing the built-in accelerator of the 1841 should be enough and I do not believe that you need the extra optional accelerator.
However the IP BASE feature set does not support IPSec VPN. I believe that you will need to upgrade the IOS to either the Security feature set or to the IPServices feature set to get support for IPSec VPN.
Once you get the support for VPN it should be very possible to set it up so that if the MPLS fails the remote will then connect using VPN.
