To prevent activating the secondary Unity server by dialing the secondary's extension accidently, can I assign a partition which not reachable by anyone? Voice mail hunt pilot is accessable by everyone but not for the voice ports. Any caveat by this?

Yes, this is the recommended configuration. In the Cisco Unity Configuration Guides, the partition is referred to as VMRestrictedPT. Of course, you will need a corresponding CSS that will allow calls routed through the hunt pilot to reach this partition. Again, the Configuration Guides provide VMRestrictedCSS as an example. You also may want to adjust the failover server configuration so it will not activate upon incoming call. For instance, if you had 16 ports on the primary, and 17th call came in, it would by default, go to your next line group, which is failover ports. The call would hit the failover port, failover server would activate, taking down the primary.
So uncheck the box in the in the failover configuration for activating on incoming calls.
