hello, my question is:
how can I configure a tunnel from 1811 to another vpn router if the other router has a dynamic IP?, 1811 has static IP.

This can be done. Attached is a document that will take you through it step by step. The document also includes NAT setup but if you don't need it just amend accordingly.
