A C2800 with IOS: c2800nm-ipvoicek9-mz.124-11.XJ3.bin is not allowing the command "ip inspect".
Is there any reason for this?

Yes it is probably that you do not have the right feature set for CBAC.
You need to use the Cisco Feature Navigator to pick an IOS that supports all the features you need on your router.
