I have setup a lab with 2 routers with T1 WICs. I was wondering if I could configure the T1s with freme-relay, would that work? I have tried them with PPP and that worked fine.

Sundar is quite correct that you can configure 2 routers with back to back serial connection to use frame relay encapsulation. Be aware that without a device acting as a frame relay switch that it will not act entirely as real frame relay does. For example there will be no LMI in a back to back frame relay configuration. There is also no processing for DE frames or for FECN or BECN.
