I have not seen an answer to this in any Licensing data. The only way for this to work would be for Cisco to allocate new License files for each cluster that reflected the adjusted DLU totals in reference to the Publisher/License Manager mac address. The only way to know for sure is to fire off a nice email to;

licensing@cisco.com

I am sure this will have to be supported somehow due to the nature of business with moves,take-overs etc. and the need for mobility of devices and the DLU's to go along with them :)
