UNITY-CCM :Call transfer problem

Suddenly we are facing a strange problem, When the incoming call hits the Board number, the Call is not transferring to tele operator:it says it is busy.

In Unity event log says:

Cisco Unity-CM TSP device 12(Cisco Unity port 9): Failed blind transfer to extension 90. Busy tone Detected.

Please help me out!!!!!
