WLC limit per RF Group

Per Cisco documentation, it states that RRM supports a maximum of 20 controllers and 1000 APs per RF Group.

If I configure more than 20 WLCs with the same RF Group name, will the WLCs automatically divide themselves into 2 separate RF Groups or will this limit cause the 21st WLC to just not join the existing RF Group?

It will not allow 21st controller from joining the existing RF group. You have to manually put them in seperate RF group.

The controllers will automatically split into two RF groups (or more if they see fit, obviously, if APs do not hear each other).

Bear in mind that RRM tasks the controllers quite a bit from the memory and processor side. Having large numbers of multiple groups could cause reporting issues to WCS.
