CS-MARS Oracle Error: ORA-01033

I am trying to upgrade a MARS-20. No matter what command I put into the cmd line I get the following error: Program aborted due to: ORA-01033: Oracle initialization or shutdown in progress.

Has anyone seen this, or have any ideas on how to resolve?

This error happens when some of the blocks on hard drive are corrupted and MARS is trying to read a block from that location. Output of raidstatus will not tell which block/s on the hd are corrupted. Re-image may remap blocks around this sort of damage.
