Can I import to ACS 4.1 an export created on ACS 3.1 (CSUtil.exe -r all filename and CSUtil.exe -b filename commands respectively)?

I forgot a "little" detail. The ACS 3.1 is on a Windows 2000 server and the ACS 4.1 will be on a Windows 2003 server.

Carlos,
OS is not a issues here. I guess it should work fine but I've never tried it.
User db output of both ver seems to be same, so it should work.
Please try with couple of users before moving whole data.

I recently started looking into the same issue. I was informed by my Cisco Security rep that I first need to upgrade to 3.3 before proceeding to 4.1. Here is his comment:
As you discovered the upgrade from 3.1( and 3.2) to 4.0 is a multiple-step procedure:
ACS would need to be upgraded to 3.3.3 then to 4.x. and the 4.1 upgrade kit will include the 3.3.3 software needed to complete the upgrade.
Because 3.1 and 3.2 have reached ?End of Support? status we no longer supply any patches for these versions.
We recommend that all customers with ACS 3.x upgrade to ACS 4.1 software using the following part number.
Part
Description
Price
CSACS-4.1-WINUP-K9
Any ACS 3.x or earlier version to ACS 4.1 (Windows)
USD $4,495

Smoyer,
This is applicable if you are upgrading acs to 4.x and wants to retain your db.
But here we want to upload user db only using csutils utility.
