I'm implementing a ER system and I need to confirm that I can install the Headless version of of security Agent that also runs in CMs 4.X. The OS is windows 2000 server OS 2000.4.5

Emergency Responder does support the headless version of CSA. It supports the same version of CSA that runs on Call Manager. Check the version & policy of CSA against the specific version of ER you are running for compatibility.
