On the WAn egde which is best technology to use among PIX and cisco IOS firewall?

Depends on your security and network requirements. Each has strong and weak points.

my network is a small network with no more than 100 users. The basic security requirements are against the threats from internet. the internet is used at a large scale by the internal users.

which security tech is advisible in this situation?

This is more of an hardware capability question.

If your router running Cisco IOS is fast enough to handle the PPS for the throughput, then use IOS firewall.

If your router is not too powerful and it already has other things running such as NAT, ACL, PBR... or anything else that is process routing vs. route-cache. It may overwhelm the CPU of the router, get a dedicated PIX/ASA to protect the edge.
