Can't login to Historical Reports

We just upgraded our system from 3.5.3 to 4.0.5 Sr1 build40 and we receive this message when we try to login to HR. "An Error occurred while attempting to communicate with Web server. Check your user id and password and try again"

Any ideas, I've checked for bugs and the Tac case collection and didn't see anything.

Turn off proxy in your IE browser (or configure an exception for IPCC's IP Address) and then run again HR and try to log in.
