Calls fail on PRI from PBX to PRI on MGCP Gateway

Local 7-digit dialing fails from Mitel PBX to MGCP controlled gateway PRI. Extensions dialing between the two networks as well as long distance dialing all work fine. On the q.931 debug I get a failure that says " cause i = 0x80A9 - Temporary Failure". Any ideas?

For the isdn leg, Is the isdn error on a TX or RX?

For the voip leg, what does deb ccapi voip inout tell you?

or deb mgcp packet tell you?

Did you get this fixed. I am connecting to a Mitel PBX via a Cisco 3845 configured as a H.323 gateway. IP Phones can all Mitel, but when Mitel calls an IP Phone the IP Phone answers but the Mitel phone keeps ringing.
