my costumer asked me aboute 3bit-cas , I think telco in that area cant deliver r2 , country is iran.

Most likely they mean E1-R2 by a different name.

The router supports that but Iran does not have predefined setting in IOS, so you have to adapt a similar country with modifications if any. This may be not a trivial task and may require use of a line analyzer and support from telco.
