To get the ip pool form the Radius server you need to configure authorization on the AS 5400. Adding the command ";aaa authorization network default group radius"; on the access server and configuring the option";Assign for the AAA server pool " ;under ip Assignment ( Group setup ) in ACS will do the job . And also add the command "radius-server authorization permit missing Service-Type" to your configuration.have a look on this link
