I have two phones that keep saying registration rejected. We have changed the vlan for our phones and have done some ccm upgrades.

Were they ever registered? if so you might be facing a cluster database replication issue.
If not then they should be added ;)

Simple test.. take a phone that WONT register and plug it into a port with a Registered PHONE.. if it works them possible a VLAN issue..
We have seen this before.. Could also be a IP conflict issue in that case I have had to completely delete the phone from the CCM database and see if Auto Registration works to register that phone..

you get this message also if the MAC address is incorrect in CCM

You have ip source-address with the IP address of your CME roter, but do you use the strict-match option ? This could be your problem.
