H323 Gateway Fallback Required by Default

Can a H323 GW be deployed straight into 'Fallback' mode without even being registered with CCM. Any specific config required to provide phones with settings and DN's?

The reason behind this requirement is for office telephony to be provided before IP WAN is delivered. This is centralized model.

You could use Call Manager Express (CME) at the site briefly until the IP WAN is ready.

The phones will need to register to Call Manager to get their configuration information, and SRST router address for fallback. I have not tried this, but you could try to register the phones to call manager at a site with connection to the call manager then unplug them and take them to this site and see if they register to the SRST router fine.
