Upgrading SDM on the IOS platform

I want to upgrade SDM on my IOS 12.3(13)router. I can use SDM on my PC to access the router but using the "Update SDM" wizard fails. I have "IP HTTP Server" enabled, along with the HTTP authentication local and a local user account with level 15 privilege. The wizard fails to connect to the router.
