Hi!

Which IOS should I use to configure a router as a gatekeeper?

Any version with voice support. I think then GK has a separate license for use.

At a minimum you will want to get a voice image or what we call "IP Voice". When you select an image make sure it has the "IVS" in the image name.

I would definitely consult the IOS Feature finder on Cisco.com. If you search for an IOS image by feature & then platform select the feature called "H.323 Gatekeeper Functionality for IP to IP Gateway".

If you are only using the Gatekeeper functionality within the Cisco Border Element or IP to IP Gateway then there is a license fee for the software.
