Flow control

I had 12416 router with Modular SPA Interface Card (10G) card

on one of its port it shows flow control off and on other it shows on. How can I make it off

I've just seen this is a 12000 so I may be out of my depth. Is it XR?

If it was my 4500, I would do show int G4/0/3 capabilities to check my options, and look for the flow control capabilities. It is always possible that it does not suppport static configuration and the only option is "desirable". If that is the case, then it depends entirely what is at the other end of the link.
