We are looking to integrate our Nortel Option 11 with a Cisco 2621XM to do desk to desk dialing across our WAN to a CCM. Our vendor mentioned the need for both a FXS and FXO card. I see the need for FXS, but can someone explain the need for the FXO?

Hi,
That is done so you can have DID bidirectional, as PBX do not outpulse digits on FXS. However if the PBX has T1 or E1 or ISDN BRI port, it would be much better to use that, or again as alternative, or E&M.
Integrations dones using FXS/FXO are always complicated and may not not give good results like digital, or at least, E&M that are all bidirectionl in nature.

OK. I know this PBX won't support a PRI without an expensive software upgrade. Would you recommend using T1 CAS?

T1 CAS is fine. You may not have CLID, but that's about it.
Unless you PBX mantainer is good enough to configure a certain variant of E&M over T1 CAS that supports CLID as well.
