Call Manager fall back to Subscriber

We have CCM 5.1.2, (Publisher and subscriber). Our publisher crashed and the phones did not fall back to the subscriber.

We have 3825 SIP GW. Can someone please let me know the config on the GW

I don't thing the problem lies with the SIP GW config. Have you set up your callmanager groups and configured the order in which the phones will register i.e sub then pub?

Yes all the phones are registering to the Publisher as the subscriber is placed in remote site.

We are not registering phones on the SUB as round trip delay between the PUB and SUB is ridiculous.

So, we want all phones to register to SUB in case we lose PUB.

Can you tell me how to do that.
